With reference to my telegram of 24th

August Foreign Office inform me that ownership of the island is in dispute between Fortugal and China and that Portuguese have decided not to let a Chinese forc land unless they aree merely to act in harmonious co-operation with Fortuguese. In the circumstances you should take no active measures against pirates except after full consultation with Governor of Lacao.
